Frances K. Garner, Ed.D.
Dr. Frances K. Garner is an accomplished educational leader with nearly 25 years of experience in special education. For the last 15 years, she has served as an special education administrator for districts in Montgomery, Bucks, and Delaware Counties. She has led districts toward more inclusive practices, developed intervention frameworks, and implemented professional development initiatives to support educators and enhance student outcomes. She is well-versed in special education law and uses her knowledge to improve instructional practices and create systemic practices to support students with disabilities.
With a strong academic foundation, including a Doctorate in Educational Leadership from Immaculata University and a Master’s in Special Education from Johns Hopkins University, Dr. Garner has consistently demonstrated her commitment to inclusive education and effective teaching practices. Prior to administration, she honed her expertise in differentiated instruction and student engagement as a special education teacher in a variety of settings.
